Drakesville City Council Meeting

February 8, 2005

 

Roll Call for the regular monthly meeting at City Hall at 7:30 pm was answered by Mayor, Bob Closser, Council Members, Karen Rudd, Sharon Sines, Al Kemmerer and Clerk Mary Stocker.  Eight concerned citizens were present.

Members of the Council, Mayor and Clerk were took the Oath of Office prior to the meeting.

There were no prior minutes to be read.

The Financial Report given by the Clerk showed deposits for the month of December and expenditures for the month of December and bills for payment for the month of January.  A motion to accept the report and pay said bills was made by Karen Rudd, seconded by Sharon Sines and motion carried.

The Park Board minutes were read by the Clerk and a motion to accept them was made by Karen Rudd, seconded by Sharon Sines and motion carried.

The building permit that had tentative been approved for Susan Hopkins was approved with a motion by Karen Rudd, seconded by Sharon Sines and motion carried.

Clerk Stocker reported on the repair estimate and settlement with the insurance company for the damage on the Oval.  The City received $800 and will need to visit with the contractor who submitted the bid come Spring and get it fixed.

Most of the signs in the City have been replaced according to the specifications.  Some that were not necessary were removed.  The new remaining have to be done when Citizens Mutual is present.

Drake Avenue has had some "speed bumps" and also a large hole at it's intersection with the blacktop.

The Clerk mentioned that the tube at the alley coming onto N. Madison had moved or something and has created a bump in the street.  The Mayor is to check this out and also report Drake Ave. information to the Street Commissioner.

An amendment to the "No Parking Overnight" Ordinance was presented to the Council and wording is not correct.  Several citizens were there to voice their opinion and ask questions.  If it pertains to the oval - business should be exempt and also need a clarification of "other persons".  Also the amount of time of 30 min. maybe lengthened.  Bob will be meeting with our attorney later this week anyway and will get it clarified.

Harold Russell presented a building permit for an addition to his garage.  It was approved with a motion by Sharon Sines, seconded by Al Kemmerer and motion carried.

Maintenance Shed keys that had been missing from City Hall were returned.

The Mayor then appointed the following people to serve;

Area 15 Resolution was tabled as no information ad been received from them prior to Council meeting.  A motion was made by Karen, seconded by Sharon to accept the above appointments.  Motion carried.

Also any action on a letter from Jeff Sines was tabled until the February meeting as it was not  received until after agenda posted.

A motion to adjourn was made by Sharon Sines, seconded by Karen Rudd and meeting adjourned at 8:15 pm
