Drakesville City Council Meeting

February 8, 2005

 

Roll Call for the August 6, 2007 city Council meeting at 7:30 pm was answered by Mayor, Karen Rudd; Council Members, Sharon Sines, Marty Thomspon, Vicky Thomas, Brian Thomas and jClerk, Mary Stocker.  Absent was Brad McKee.  Also present were a number of citizens & Nick Trimberger from Area 15 RPC.

The minutes of the previous meeting were read by the Clerk and a motion to accept them was made by Vicky Thomas, seconded by Sharon Sines and motion carried.

The Treasurer's Report given by the Clerk showed balances in all accounts as of July 31, 2007.  Also presented were the bills for August payment.  the report was accepted with a motion by Marty Thompson, seconded by Sharon Sines and motion carried.

The Park Board minutes were read by the Clerk and a motion to accept them was made by Sharon Sines, seconded by Brian Thomas and motion carried.

The Clerk had received notification from ICAP that there are excess funds in the "pool" and the City will be receiving three separate checks in the amount of $162.00.  No designation as to what the money would be used for, so it will go to the General Fund.

Sharon had attended the Regional Service Agency meeting and the main discussion was on the land fill being filled up and how to change things, garbage, recycling, fees,etc.

Old business consisted of the Roger Blew property - he was in attendance and said he was attempting to get it cleaned up - he has sold two vehicles and has some stuff ready for the auction the last of the month.  Anyone who desires is welcome to come help with the clean up.

Oscar Mason property has shown no improvement and Marty had talked to the landlord and Oscar.  The landlord had OK'd him building a portable storage shed and place it by the garden.  However, Oscar is not cooperating and he informed the Council to "get off his back" - Marty will make one more attempt before the Council is forced to take other action.

Sam Closser property has had the weeds in the ditch trimmed; however, he did not do the actual property itself.  There are weeds in front of the garage and north of it and other items of junk.  the Clerk is to write him another letter.  Motion by Marty Thompson, seconded by Brian Thomas.

Kelly Neal property - the ditch was being weed eated at Council meeting time along with the yard on the north side of her house.

The Clerk had checked with the Supervisors with regard to the embargo and they do not wish to pursue it.  They have not had a good experience in the past and have problems with getting it enforced.  If anyone else wishes to talk to them, they will need to get on the Agenda and attend their meeting.

The Clerk reported that she had visited with Steve Park about "two" potholes in our new roadway.  He was to check them out and get back to her.  Instead they have been filled with a new type of hot mix.

The Council then discussed our two Street commissioners and not being able to get them to get anything accomplished and neither one attends meetings.  There is general work to be done and someone needs to do it.  Marty offered and he will not be reimbursed for it - due to an Ordinance stating that he cannot be paid for two jobs.  The Council suggested if he needed other help there were a couple of people mentioned to do it.

Items to be done were bushes trimmed back at the intersections of Railroad Way and N. Jefferson and N. Jefferson & W. Walnut and a tree sprout at the corner of S. Madison and the blacktop.  Also other minor brush here and there and possible some sign work.  Mayor Rudd will contact Jeff Sines & Chris Day with regard to them being relieved of their duties.  This to be effective by August 8, 2007.  A motion was made by Sharon Sines, seconded by Vicky Thomas for approval of these changes.

The residence previously occupied by Shawn Tucker is becoming vacant and has been cleaned up.  An individual has put a bid on it for purchase of it rather than let it be a rental.

Hamilton's is again contract gas - $1.59 and we purchased 800 gallon each for the Fire Station and City Hall.  A motion by Marty Thompson, seconded by Brian Thomas that we purchase the same amount again.  Motion carried.

The alley behind Quik Time is still being used by Olinger Tree Service for parking of his truck.  the Clerk had received a complaint from a neighbor while she ws dining in Bloomfield.  Mayor Rudd will contact Craig about this.

A building permit was presented by Pam Whitacre for a cement pad for a patio and a storage shed behind her gargage.  A motion to approve was made by Marty Thompson, seconded by Brain Thomas and motion carried.

A building permit for Arleen Mincks was presented for an addition on the back of her home.  It was approved with a motion made by Marty Thompson, seconded by Brian Thomas and motion carried.

The Clerk questioned if Randy Jones needed a building permit for his deck roof and they agreed he didn't - only if he starts putting up any walls.

Area 15 was present to go over the Mitigation Plan Again.  We are to review it one time a year and put it on the Agenda.  It is to be updated every 5 year.

The September meeting will be September 6th at 7:30 pm

A motion to adjourn was made by Sharon Sines, seconded by Marty Thompson and motion carried.
