Drakesville City Council Meeting February 8, 2005

The regular monthly Council Meeting was held at City Hall on August 7, 2006. Answering Roll Call were Sharon Sines, Karen Rudd, Bard McKee, Marty Thompson and Clerk, Mary Stocker. Mayor Pro-Tem Sharon Sines presided in the absence of a Mayor. Absent was Council woman Edith Wilt.
The minutes of the previous meeting were read by the Clerk and a motion to accept them was made by Karen Rudd, seconded by Marty Thompson and motion carried.
The Financial Report showed balances in all accounts as well as the presentation of bills for payment in August. A motion to accept the report and pay said bills was made by Karen Rudd, seconded by Brad McKee and motion carried.
The Park Board minutes were read by the Clerk and a motion to accept them was made by Sharon Sines, seconded by Karen Rudd and motion carried.
There was no miscellaneous mail or meeting reports to review.
The Robert Wisneski building permit was again reviewed- it would be be $1500 to have it surveyed. some council members and looked at the area and there was no other problem. Therefore, a motion to accept the request was made by Brad McKee, seconded by Marty Thompson and motion carried.
No Fund Raising Auction report available - will be at the September meeting.
Repair/Replacement of sidewalks - Council reviewed their notes and Sharon is going to compile them. Will discuss again at the September meeting.
The Clerk reported that she had purchased 900 gal gas from Hamilton's for each of the Fire Dept. & City Hall @$1.49 per gal. A motion to approve the purchase was made by Brad McKee, seconded by Marty Thompson and motion carried.
A letter of resignation was received from Robert Closser effective August 1, 2006. A motion to accept it was made by Brad McKee, seconded by Karen Rudd and motion carried. Clerk Stocker reported that the former Clark Barker residence was cleaned up and the Realtor paid for the clean-up. The property will now be auctioned according to the Realtor.
The ditch between Hilliard/Closser property was looked at by three different individuals - the City heard nothing back yet from any of them. Hilliard does not want his evergreen trees removed. The County has not been contacted about the project and what needs to be done. Brad will check with Steve Park.
Street Report- the city had mowed some embankments in front of occupied dwellings and wanted to note that it was the property owners' responsibility to mow that portion even though it belonged to the City. One party in particular was mentioned and Brad will visit with them. Actually there is more than one. Suggestion to amend the current ordinance to designate a length (or height) of grass before it became a nuisance and cause for the City to get involved.
There are still numerous pot holes on Railroad Way and no rock to really grade the streets with. Sharon was going to visit with Jeff Sines about it.
Clerk also needs to get with Jeff regarding status of signs, etc. to be fixed according to the Insurance Inspector.
The Council reviewed their options in replacing the Mayor - no one was familiar with the procedure, so copies of the code of Iowa were reviewed. They can do so by appointment or by a special election. Members discussed who would accept the position and who would not. Therefore, it is the City Council's intention at the September meeting to fill the vacancy by appointment.
A building permit was presented for a garage for Bill Bassett which was approved with a motion by Bard McKee, seconded by Marty Thompson and motion carried.
A building permit for an addition onto his dwelling was presented by Matt Scharff, and it was approved with a motion by Brad McKee, seconded by Sharon Sines and motion carried.
The date of the September meeting will be Sept. 5 at 7:30 pm
Bill Bassett called it to the attention of the council that sand is needed on the streets on S. Polk and S. Madison - oil from the new road is coming up and tracking.
There had been a question by a citizen to a council person regarding the distance of Susan Hopkins fence from the adjoining property line. The Council will do some measuring and visit with Susan regarding the potential problem.
It was also reported that the tree behind the Maintenance Shed was dead and the county had left tree debris along a fence line property. Some member of the council will investigate.
